European Commission tops a billion Euros invested in the fight against the global AIDS epidemic

On the eve of World AIDS Day 2009 (1 st December), the European Commission can announce that it has invested over one billion Euros in the fight against AIDS, Tuberculosis and Malaria. As a founding member of the Global Fund to Fight AIDS, Tuberculosis and Malaria, the European Commission has to date pledged €1,072.5 million covering the period 2002-2010 and has recently made new policy commitments to do more, better, together. According to the latest figures, new HIV infections have been reduced by 17% over the past eight years and that the most progress is seen in sub-Saharan Africa. However worldwide, the number of people living with HIV now reaches 33 million, with the fastest spread of the epidemic occurring on the threshold of the European Union, in the neighbouring countries of Eastern Europe.

European Commission Action:

*As the world’s largest donor, the EU has collectively provided the majority of the significant increase in recent years of international financing earmarked for HIV/AIDS.

*EU contributions to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria have almost quadrupled: From $403 million in 2003 to $1,546 million, representing around 55% of world contributions in the years 2004-2008.

*The EU Member States and the European Commission have a common programme for action and decided together to call for stronger, more effective and more concerted efforts through External Action (2007-2011).

*The Commission is increasingly channelling its funds available through budget support to strengthen health systems as one of the main ways to confront AIDS. This new instrument is thought to be particularly beneficial for health systems, providing longer-term and predictable financing.

*Budget support has increased from €1,425 million for 2002-2006 to €2, 571 million for 2007-2011

*The Commission has also adopted a new Communication (26 October 2009) on combating HIV/AIDS in the European Union and neighbouring countries for 2009 -2013 with the view of addressing the unfortunate trend of increasing infections in Europe. It focuses in particular on the promotion of prevention, and on the implementation of measures targeting most at risk groups and particular geographical areas mostly affected by HIV/AIDS.

Multi-million-euro commitment to nanomedicine

The EU ERA-NET initiative EuroNanoMed will support eight transnational research projects with EUR 17 million based on the result of its first call for proposals, which was launched in May 2009 to promote collaborative and interdisciplinary research into nanomedicine - the application of nanotechnology to health.

EuroNanoMed’s first call for proposals focused on the three main subfields of nanomedicine: diagnostics, targeted delivery, and regenerative medicine. A second call will be launched in 2010. The two calls have a joint budget of between EUR 40 million and EUR 60 million; the allocation of funds for project proposals was based on scientific, technical, translational and/or commercial potential criteria.

EuroNanoMed was set up to support research into nanomedicine through EU-wide research and development (R&D) projects. Its partners are from 18 countries and include public health institutions, universities and enterprise and industry. Its aim is to foster competitiveness by pushing forward innovative knowledge in the area through national and transnational research projects in the field of nanomedicine.

EuroNanoMed aims to bridge the gap between industry and academia in nanomedicine. By creating multidisciplinary research projects that bring together players from industry and academia, the initiative will improve continuity between research results and their application in industry for nanomedicine technologies.

Nanomedicine will lead to a much deeper understanding of how the human body works at a molecular and nanometric level by using a range of nanotechniques such as electronic biosensors and molecular nanotechnologies to detect illnesses or changes in even a single cell of the body.

EUR 300 million EIB loan for SMEs granted to UniCredit Leasing in Italy

The European Investment Bank (EIB) and the UniCredit Group have signed in Milan a EUR 300 million finance contract aimed at small and medium-sized enterprises (SMEs). The agreement forms part of the EU policy that the EIB is implementing in cooperation with banking groups aimed at improving small businesses’ access to credit as Europe emerges from the economic crisis.

The EIB funds will be channelled to small businesses via UniCredit Leasing. The new SME-financing rules designed to streamline loan application and disbursement procedures will be applied.

Through UniCredit Leasing’s lease financing schemes, it will be possible to finance up to 100% of the total value of projects, with a cap of EUR 12.5 million per project. Further agreements with the EIB in support of the network in Austria, Germany, Poland and elsewhere in Europe will be concluded shortly.

Barroso unveils his new team

José Manuel Barroso, President of the European Commission, announced the portfolios responsibilities for the next Commission.

The new Commission must gain approval from the European Parliament before it takes office for a term of office running until 31 October 2014. Commissioners-designate will appear in individual hearings before Parliamentary committees from 11-19 January. The vote of consent on the new Commission as a whole is foreseen to take place on 26 January. On the basis of the vote of consent, the Commission shall be appointed by the European Council. Then it can start working.
